According to the study "Illiteracy in the World of Work", a partnership of Paulo Montenegro Institute (MPI) and the NGO Educative Action, the population has 27% of functional illiterates in this age group.
The survey divides the population into five groups: Illiterate, Rudimentary, Elementary, Intermediate and Proficient. Only 8% reach the latter. Someone "proficient" is able to understand and write texts of different types, such as messages (e-mail), descriptions (one Wikipedia entry) or argument (such as newspaper editorials or opinion articles), besides being able to opine on the location or text author's style. It is also able to interpret charts and graphs.
In theory, all students who complete high school (with a total of 12 years of schooling) should reach the Intermediate level. Only 9% of graduates got this level.
